Quick and dirty info:

Peter is being written from after the OG series finale, and largely ignoring Heroes Reborn. He's an overachieving paramedic in NYC, living in the most "bachelor pad" apartment ever.

His original ability is "empathic mimicry" which means he can sponge off the abilities of other evolved humans. In season 3, his powers are all absorbed by Arthur Petrelli (Peter's father), which leads to Peter injecting the formula to give himself powers again. He still has a form of mimicry, but he's limited to only one ability at a time, and he has to physically touch the person to get it.

This is dumb, Peter should get to have all his toys, so naturally we're doing something else here. At some point when Peter and Sylar are trying to work out their shit, they discuss the fact that Sylar also possesses an empathic ability to absorb powers - he just kills people for them because he has so little empathy that murder is easier. So Peter absorbs empathy back from Sylar and gets some of his apps reinstalled. Then he goes on a little reunion tour to pick up more.

I have no interest in writing him to be OP, and Peter as a character is pretty responsible about using his powers so long as he has control of them - and even in moments of losing control, he will always try to mitigate harm to others as much as he's able.

That said, when it comes to something like Telepathy, I will never write him reading anyone's mind without permission. The most he would do is communicate his own thoughts with them telepathically. It's reasonable to assume he has enough control not to go around reading everyone's minds willy-nilly.

Of course anyone interacting with him could have a stray thought picked up by him if they wish. We can hash this out at any point during the planning/writing of a thread. My PMs are always open!

I'm not sure about Peter being able to absorb powers from other kinds of enhanced humans. That may feel a little bit like cheating, so for now I'll say he can only absorb powers from evolved humans like himself. Though... technically he is now a synthetic evolved human, since he got his powers from the formula, and that may change things. It's always good to leave a window open for shenanigans, right?
