Sylar's way of paying Peter back for helping with his redemption was to find a way for Peter to get some of his original powers back. Arthur Petrelli had left him powerless until he injected himself with the formula that let him copy one power at a time.
It takes some convincing, and also some tweaking, but Sylar manages to help Peter obtain a version of his own Intuitive Aptitude. It's similar in that Peter has an understanding of how things work, but when it comes to taking on new powers, it's strongly tied to his empathy. He doesn't just sponge powers by proximity or touch, he needs to have an emotional bond or emotional hook with the person in order to start taking on their power(s). Sylar took it upon himself to term this 'new' ability Empathic Aptitude.
His empathy is more prominent as an ability in and of itself now. He can feel the emotions of others strongly, though his empathy is not the type that gives him the ability to alter those emotions - not that he would.
Here is an updated list of powers. Please note that these may vary depending on the AU, but since I want to make it easier for me to remember, he may just have these all the time 'cause I said so.

I think he's canonically pretty responsible with his powers, at least when it comes to only using them when necessary. He's especially careful about telepathy, but particularly loud thoughts will come across to him as the thinker's voice in his head. He can also push thoughts on others via telepathy - both to communicate and to control people, to some extent. He will do the former, for the most part. Using telepathy to control others is a last resort.
And when it comes to these things playing out in threads, I'll almost always include OOC notes or send a PM. If there's anything that needs to be changed or deleted, I'm happy to do so if asked. I want to keep him true to character without making him stupidly OP. But I also think the show nerfing him was really stupid, especially since Sylar got to keep having a bunch of powers. So here I am, letting Peter have all his toys back, and giving him some new ones. :)
